Contract Administration – Hazard Management in Tenders

The CA Tender Training is designed for Contract Administrators and commercial teams responsible for preparing, reviewing and awarding construction packages.

What the training covers

The CA Tender Training is designed for Contract Administrators and commercial teams responsible for preparing, reviewing and awarding construction packages.

The training focuses on bringing occupational health and hazard-management requirements into the project at tender stage, so the necessary controls are specified, priced and capable of being verified before works commence. It also gives CAs practical guidance on how to assess whether a contractor can actually manage the hazards associated with their work — rather than simply provide the required paperwork.

Participants learn what should be considered and allowed for when preparing and assessing tenders, including:

Hazard identification and risk assessment for the actual scope of works, including silica and dust, fumes, noise and vibration, heat and fatigue, psychosocial hazards and other relevant project hazards.

WHS plans, procedures and SWMS that address the hazards actually present rather than relying on generic documentation.

Controls through the hierarchy, including identifying engineering controls that may need to be specifically allowed and priced for, such as extraction, water suppression, enclosures, ventilation and acoustic barriers.

Training, verification and monitoring requirements that may need to continue throughout the works rather than being treated as a one-off mobilisation requirement.

Assessing contractor capability, particularly whether the contractor has the people, systems and resources to manage changing conditions once the project is underway.

Going beyond the paperwork

A key component of the training is psychosocial capability.

CAs learn how to look beyond whether a contractor has supplied a risk assessment, management plan and training records, and instead consider how they will respond when conditions change.

This includes understanding the impact of deadline pressure, compressed sequencing, long hours, role overload, behavioural issues and changing site conditions, and looking for evidence that the contractor can reassess, resource and respond as the construction program changes.

The training also looks at worker consultation, supervision, resourcing and program flexibility — including whether a contractor has the capacity to absorb program compression without simply transferring additional pressure to its workforce.

What your team gets from the training

The aim is to give CAs a more practical way to assess occupational health requirements before a contract is awarded.

Rather than discovering after commencement that a control wasn't allowed for, monitoring wasn't priced, or a contractor doesn't have the resources to manage changing conditions, the training helps teams identify these requirements earlier and make them part of the tender conversation.

Ultimately, it helps move hazard management from an assumption after award to a specified, priced and verifiable requirement at tender stage — which is really the central message of your boss's document.
